My name is LeeAnn Norton and from August 1989 through June 1998 I was employed with the City of Sulphur. During this time, I was City Clerk, Payroll Clerk, Accounts Payable Clerk and last City Clerk. I was yearly audited with the City of Sulphur as to my jobs by a highly reputable Auditing Firm approved by our State. Audits during my time with the city showed no infractions. This Auditing Firm audited many cities and towns as well as school systems in Oklahoma. They audited the Sulphur School System.
After being appointed in October 1993 as Interim City Clerk, I was let to hire the city’s current City Clerk. Shannon was trained as I was trained on our computer software at that time. The City of Sulphur had gone online with a new computer system in the late summer of 1990. Incode was the software designer for the new system. Incode Computer Programmers has designed computer software for Oklahoma cities and towns. They followed the State of Oklahoma’s City Charter Guidelines in setting up this program. Time clocks were installed and used by employees.
Incode representatives worked and trained each of the office staff and left us with manuals to help us in our jobs. These manuals were passed on to new office employees. This system is what I was trained in, and Shannon was trained. We were audited each year without any infractions. In June 1998, I resigned as the City Clerk of Sulphur. Shannon was later appointed as Interim City Clerk and subsequently hired as City Clerk. I did not train her in the capacity of City Clerk.
I ask you to comprehend in the 26 years since my employment with the city, computer systems and software have changed. The state of Oklahoma City Charter Guidelines have been revised and changed; I am sure. The city’s policies and procedures have updated and changed over these years.
Therefore, understand I have done no wrongdoing with my tenure with the City of Sulphur and ask that my name be left out of the current situation with the City of Sulphur. Thank you, LeeAnn Norton
